Chief Minister should respect freedom of expression: ACR

ITANAGAR, Mar 12: Chief Minister Dorjee Khandu’s statement that anti dam protesters are anti Arunachal have evoked strong reaction from Arunachal Citizen’s Right. So long as the anti-dam protests are democratic and voiced within the ambit of constitutional democracy – the freedom of right to ex-pression and freedom of right to live - no Constitutional authority has the right to call them anti-State or anti-government. In today’s democracy, the State and its government is bound by its best practices to listen to the voices of its people and not ignore them. After all the government is of the people, by the people and for the people, it said.

In a press statement on Thursday, Chief Minister had said that anti-dam protestors are anti-Arunachalee and politically motivated.

Chief Minister should accept and listen to the anti-dam protests in that spirit of democratic and consensual decision making, said its Chairman Bamang Tago in a statement.

Respecting protests and listening to them is the hallmark of democracy; protests within the tribal society indicate lack of consensus in decision making.

Arunachal Pradesh, today, is a nascent state, trying to move cautiously towards the path of growth and development that would bring real and both qualitative and quantitative change in the lives and livelihood of the tribes and indigenous people of Arunachal Pradesh. Therefore, development planning, governance and decision making cannot be imposed from the top by a handful of people in the government and the bureaucracy, he added.

Today, the world over, the international community and country governments have come forward to protect and conserve our world’s forests to halt rapid change in climate and emission of carbon; where as in Arunachal Pradesh with one of the highest forest cover and pristine forests and biodiversity hotspots, is looking towards a specter of destruction of thousands of hectares of community managed forests and biodiversity with the proposal of more than 100 large hydro projects coming in, Tago said.

Prices of essential commodities fixed

ITANAGAR, Mar 12: In a laudable move, city administration today fixed the prices of essential market commodities which would be circulated very soon. The rates have been fixed after a threadbare discussion with representatives from Arunachal Chamber of Commerce and Industry and various market welfare committees, said an official release.

Enforcement committees for each market headed by the concerned administrative officer with police and representatives of market welfare committees have been constituted for strict enforcement of the fixed rate. They will visit the market to ensure that the commodities are sold as per the approved rates. Violators would be fined, the release said and also appealed to the consumers to lodge complaint in case of violation of the fixed rates by any vendor or trader.

It is worth mentioning here that soaring prices of essential commodities in the markets of twin capital city of Itanagar and Naharlagun in the recent times has hard hit the poor and middle class and it became a burning issue for all the city dwellers.

The Chief Minister yesterday had said that there has to be uniform prices of essential commodities that was affordable for all.

There should be debate before construction of mega dams

Dear Editor,

I personally presume that the most debatable and controversial issue in Arunachal Pradesh is the construction of Mega Dams.

Before going to any hasty action, our state government should have debates on this issue in Legislative Assembly time to time by specially taking up the people’s grievances. Dam affected parties, student bodies, elites groups of society,  Panchayat leaders etc should be the members of the core committee in order to study the merits and demerits of the dams properly.

The protest against the Lower Siang Power Project is justifiable.

The local tribes in Arunachal consider dams as a threat to social-cultural fabric. Not only the local tribes, students’ organization of neighbouring Assam is also strongly opposing the construction of dam as they fear of being flooded.

Meanwhile environmentalists have  been raising the alarm since the  proposed dams to be built are in frequent earthquakes prone zone.

The intension of the state government is to build about a hundred dams with a total capacity of 56,000 MW.

I personally do not oppose the development process of National Interest. However, every development equation of the state should be balanced by maintaining sustainable development. At the same time the rights of the tribal population should be looked into with utmost care.

As there are many opposing parties in state like "All Idu-Mishmi Students' Union" along with "All Assam Students' Union" and Siang River Anti-dam Project and as their demands are very genuine, the state Govt should have a proper dialogue with the people of that affected regions before taking any hasty action.

Lastly, we hope the AAPSU will raise the issues ahead and people's demands will be met.

Yours,

Gandhi Siga

Rajiv Gandhi University,

Doimukh.

Role of Opposition praiseworthy

Dear Editor,

It is most heartening and quite stupendous to see both the Congress and BJP uniting in support of women reservation bill in Parliament and state legislatures. It has proved that the opposition can indeed play a constructive role with the incumbent government.

The reservation is undoubtedly an unparallel instance of a remarkable feat that has ever been achieved in the last 62 years.

I extend my congratulations to the Congress and other parties on displaying the political will to pass the women’s bill in the Rajya Sabha and strongly appeal  them to ensure that the reservation should not lead to a backdoor entry of the upper class women into the Parliament.

The critical condition of the backward section needs to be addressed first, who cannot compete with their educated counterpart for the party tickets. Therefore, the provisions of ‘quota within quota’ should be well preserved to ensure that the most  marginalized women section also get their share.

Yours,

Philip Jerang
